Presentation Abstract

Hilarie is a Director of Deloitte & Touche's Healthcare and Life Sciences Dispute Consulting Services where she concentrates on Healthcare and Life Sciences companies receiving federally funded dollars. Hilarie has over 18 years of extensive expertise assisting contractors the Federal Acquisition Regulations (FAR), the Cost Accounting Standards (CAS), Medicare and Medicaid Regulations and numerous agency regulations.

Hilarie transitioned to consulting after several years as a Defense department auditor where she developed the government's cost position for large contract negotiations and identified several compliance violations, which were raised to the national board of contract appeals.

Hilarie's government contract experience spans many industries, which include the Life Sciences, Healthcare, Aerospace, Engineering & Design, Environmental, Construction and Telecommunications industries. She has assisted contractors with cost and pricing issues, interpretation of government procurement regulations and developing positions to defend contractors against allegations by government auditors.

Hilarie has concentrated her efforts in the Healthcare and Life Sciences industry. She has assisted contractors with NIAID BioDefense Proposals, prepared termination claims for Medicare contractors, prepared a TRI Care Proposal for the CHAMPUS program, responded to government audit allegation against a Federal Employee Health Benefit Program contractor and assisted numerous clinical research programs prepare labor and indirect cost rates and defend these organizations against potential government indictments.

Prior to entering the accounting profession, Hilarie worked in the clinical and research fields. Initially, as Medical Technologist in a large metropolitan teaching facility followed by several years as a research assistant at the Walter Reed Army Institute of Research (WRAIR) developing monoclonal antibodies against gram positive bacteria causing meningitis.

Hilarie is a Certified Public Accountant (CPA), a Certified Fraud Examiner (CFE) and a certified Medical Technologist (MT ASCP).
